Puducherry Skill Development Society (PSDS)

Introduction

Puducherry Skill Development Society was established through a Government order to bring about a skill development renaissance in Puducherry UT. It functions as the executive wing for the decisions taken by the Puducherry State Skill Development Mission, which is the apex body for all skill development initiatives in the UT of Puducherry.

Puducherry Skill Development Society functions under the chairmanship of the Minster for Welfare & Labour as the chairman, The Governing body consists of the following officials:

2. Secretary to Government (Labour) - Member
3. Director of Technical Education or his/ her nominee - Member
4. Director of Health and Family Welfare Service or his/ her nominee - Member
5. Under Secretary to Government (Law) - Member
6. Under Secretary to Government (Finance) - Member
7. Under Secretary to Government (Labour) - Member
8. Assistant Director (Training), Labour Department - Member
9. Employment Officer, Employment Exchange, Puducherry - Member
10. Commissioner of Labour, Puducherry - Member-Secretary.

Activities of PSDS

State wide survey of skill gaps and skill requirements was inaugurated on 14.10.2015 in all 4 districts of Puducherry Union Territory – the findings of the survey are expected to identify the thrust areas requiring skill capacity building.

One day consultative workshop was organized on 09.12.2015 with Miss.Tuhina Chatterjee, consultant, NSDA as the resource person. A brainstorming session for effective implementation of National Skills Qualification Framework (NSQF) is also proposed to be held in Puducherry by inviting top officials of NSDA with participants from various industrial and training segments of Puducherry Union Territory.

As a sequel to the one day consultative workshop, the Government of Puducherry constituted a Core Committee for implementation of National Skills Qualification Framework (NSQF) in Puducherry Union Territory. It will convene every month for review of progress in implementation of skill development targets. The mandates for the core committee include streamlining academic and training curricula in line with NSQF, amendment of recruitments rules of Government Departments, Public Sector Undertakings and private agencies in Puducherry Union Territory to reflect the ratings prescribed under NSQF, setting action targets and monitoring progress during the monthly meetings. First meeting of the Core Committee was convened on 23.08.2016

Rural Skill Development Centres (RSDCs) were established in Karayambuthur and Embalam villages of Puducherry UT to impart state of the training programmes for rural youth. The National Film Development Corporation (NFDC) was the training partner for the RSDCs and have trained a total of 50 persons till date in digital photography, digital videography and non-linear video editing courses.

The Puducherry State Skill Development Mission (PSSDM) designated Labour Department as the nodal Department for streamlining the training programmes being conducted in Puducherry and bringing those training programmes in tune with National Skills Qualification Framework (NSQF). As a sequel to the first meeting of the PSSDM, details about all the 128 training programmes conducted in Puducherry Union Territory by 13 line Departments at financial outlay of Rs.4.29 Crore were collected (copy enclosed).

Puducherry State Skill Development Mission designated Puducherry Skill Development Society as the umbrella organization for implementing all policy decisions taken by the mission.
