Puducherry State Skill Development Mission

Constitution of the Mission

Puducherry State Skill Development Mission was constituted though Government Order, with the aim of offering job related skills to unskilled persons, increasing the skill level proficiency of those who are already skilled/ semi-skilled workers and offering equivalency of skills to those workers who have built their skill proficiency through work experience (Recognition of Prior Learning - RPL).

The Puducherry State Skill Development Mission has the Chief Minister of Puducherry as the chairperson. This mission has got control over more than 13 Departments in the Government of Puducherry, oversees the implementation of around 128 training programmes at annual outlay of Rs.4.39 crore.

This mission monitors the skill development training programmes organized by various Departments in the Government of Puducherry, scrutinizes the syllabi for such programmes and approves courses having acceptability. The yardsticks for acceptability of a course are its employment potential, future scope, certifying authority and compliance with National Skills Qualification Framework (NSQF)/ Prime Minister's Kaushal Vikas Yojna (PMKVY).

Labour Department was designated as the nodal Department to monitor and streamline the training programmes offered by the following Departments/Agencies/Institutes:

  1. Department of Fisheries and Fishermen Welfare
  2. Puducherry Institute of Cooperative Management
  3. District Industries Centre
  4. Directorate of School Education
  5. Department of animal husbandry and animal welfare and RIVER
  6. Perunthalaivar Kamarajar Krish Vigyan Kendra
  7. Motilal Nehru Government Polytechnic College
  8. Puducherry Backward Classes and Minorities Development Corporation
  9. Dept. of Cooperative
  10. Adi-Dravidar Welfare Department
  11. Puducherry eGovernance Society
  12. Puducherry Adi-dravidar Development COrproration - PADCO

Objectives of the Mission

The Puducherry Stae Skill Development Mission has the following objectives:

  1. To increase the skill proficiency of the UT of Puducherry in quality and quantity.
  2. To tune the skill development process to resonate the skill requirements in the UT of Puducherry.
  3. To offer skill equivalence certification to those who did not acquire skills through training/ study, but through work experience, in accordance with the tenats of Recognition of Prior Learning (RPL) prescribed by the NSDA.
  4. To implement the National Skills Qualification Framework (NSQF) in all training programmes and assign relevant skill rating for the courses in accordance with recommendations of NSDA.
  5. To bring awareness on the National Occupational Standards (NOS).
  6. To establish state of the art model training centres called Pradhan Manthri Kaushal Kendra (PMKK).
  7. To increase the number of training partners offering courses under the Pradhan Manthri Kaushal Vikas Yajna (PMKVY), which aims to create training centres equiped with high quality skills.
  8. To implement the SMART (Skill Management & AccRedidation of Training centres) framework, as envisaged under the PMKVY scheme.
  9. To identify training partners affiliated with relevant Sector Skill Council (SSC) and provide them the right environment to train adequate manpower to meet the demands of the industry.
