  OBJECTIVES

In order to ensure a steady flow of skilled workers in different trades for the domestic industry, to raise the quantitatively and qualitatively, the industrial production by systematic training, to reduce unemployment among the educated youth by providing them employable training, to cultivate and nurture a technical and industrial attitude in the minds of the younger generation, training is imparted to the prospective candidates in the Union Territory of Puducherry under the Craftsmen Training Scheme and Apprenticeship Training Scheme.

The period of training for various trades varies from one year to two year and the entry qualification varies from 10th to 12th and Diploma in Engineering, depending on the requirements of training in different trades. About 70% of the training period is allotted to practical training and the rest to subjects relating to Trade Theory, Workshop Calculation and Science, Engineering Drawing, Social Studies. All the trades are provided with required tools, equipments, machinery and raw-materials required for conduct of practical as well as theoretical training as per the guidelines of the Directorate General of Employment and Training. Ministry of Labour, Government of India. Qualified Instructors in different disciplines have been appointed for each trade separately to ensure effective training. The Training in Government I.T.Is are provided free of cost.

 

Admission:

Prescribed Application forms and prospectus can be obtained from the Principal of Govt. Industrial Training Institutes, during the last week of June every year on payment of Rs. 10/- (Rupees Ten only) in person or by Money order at the respective institutes. Candidates desirous of receiving the application form by post should send a requisition letter with a self addressed envelope of size 23cm x 10 cm with Rs. 10/- postage stamp affixed thereon along with the Money order receipt (Postal orders shall not be accepted).

Application forms complete in all respects together with the attested copies of the relevant certificates should be submitted to the Principal of the respective Institutes.

Incomplete and belated applications shall be summarily rejected without any intimation.
 

Applications received from other state candidates shall not be entertained.

 

Reservation for admission in Government I.T.Is are made as follows:

SC Candidates : 16%

OBC Candidates : 27%

Physically Handicapped : 3%

Others (General) : 54%

(Reservation will be made subject to production of Certificate from the Competent Authority)

 

Selection:

The selection of trainees will be on merit basis.

 

Age:

The candidates of 14-25 of age as on date of start of admission session are eligible for admission.

 

Age Relaxation:

The upper age limit is relax able

1.    up to 45 years in case of Ex-servicemen and war widows.

2.    up to 35 years in case of Widows and separated women.

3.    up to 27 years for SC/ST.

Stipend:

1.    A stipend of Rs. 100 per month will be awarded to all the Trainees.

2.    A stipend of Rs. 120 per month will be awarded by the Adi Dravida Welfare Department to SC/ST trainees whose parents/ guardians annual income falls within the prescribed limit of the said department.

3.    In addition to the normal stipend mentioned above, a Merit Scholarship of Rs. 125 per month per trainee per trade will be awarded on the basis of an Internal Examination conducted by the Institutes.

Trade Testing and Certification:

After completion of the prescribed period of training, the trainees have to undertake the All India Trade Test conducted under the aegis of National Council for Vocational Training in July (Main) and January (Supplementary) every year and National Trade Certificates are awarded to the successful candidates.

Apart from this Government Industrial Training Institutes, 6 private Industrial Training Centers are also functioning in this Union Territory imparting training in various trades.

  AFFILIATION OF TRADES WITH NCVT (National Council for Vocational Training)

At the time of introduction of every trade, necessary infrastructure facilities shall be made available, in addition to qualified teaching staff of the concerned discipline should also be appointed. On fulfillment of the norms prescribed, the Directorate of Employment and Training shall be approached in the prescribed format furnishing all particulars about the Institutes staff and other information, seeking permanent affiliation. The standing committee will inspect the trades, if satisfying itself on the facilities provided for the trade then the committee will recommend permanent affiliation in the trades to the NCVT. Later on, the NCVT will accord permanent affiliation based on the recommendation of the standing committee by the state Government. Only the trainees in the affiliated trades will be permitted to appear in the All India trade test conducted during the month of July every year by the NCVT. Successful trainees will be awarded National Trade Certificate by the Government of India.

  APPRENTICESHIP TRAINING SCHEME

OBJECTIVES:

Training imparted in institution alone is not sufficient for acquisition of skill and needs to be supplemented by training in the actual workplace. Keeping this in view, Apprentices Act, 1961 was enacted by the Government of India, with the following twin Objectives.

1.    To regulate the program of training of apprentices in the industry so as to confirm to the prescribed syllabi, period of training etc., as laid down by the Central Apprenticeship Council; and

2.    To utilize fully the facilities available in industry for imparting practical training with a view to meet the requirements of skilled manpower for industry.

 

Implementation of the Scheme:

The overall responsibility of monitoring of the implementation of the Apprentice Act, 1961 rests with the Directorate General of Employment and Training (DGE&T), Government of India, New Delhi. In so for as the Union Territory of Puducherry is concerned, the Apprenticeship Training Scheme was introduced in the year 1968. The State Apprenticeship Adviser/Director of Employment & Training, Puducherry assisted by Deputy Apprenticeship Adviser is responsible for the implementation of the Scheme.

 

State Apprenticeship Council:

It is a statutory body. It advises the Government on laying down of policies and prescribing norms and standards in respect of Apprenticeship Training Scheme. Its is tripartite in constitution with members from Government, Employers and Employees, Labour Minister is the Chairman of the Council.

 

Coverage:

It is obligatory on the part of employers both in Public and Public Sector Establishments having requisite, training infrastructure as laid down in the Act to engage apprentices.

 

Stipend:

Trade apprentices are paid stipend at the following rates:

1.    Rs. 820 per month for 1st year

2.    Rs. 940 per month for 2nd year

3.    Rs. 1090 per month for 3rd year

4.    Rs. 1230 per month for 4th year

The expenditure on stipend for trade apprentices is borne by the employers. The rates of stipend for Graduate/Technician and Technician (Vocational) Apprentices are Rs. 1970 per month; Rs. 1400 per month and Rs. 1090 per month respectively. The expenditure for these categories is shared equally between the Employer and the Government.

 

Training Procedure:

Qualification vary from class VIII pass to +2. Minimum age to undergo Apprenticeship Training Scheme is 14 years and the period of training varies from 6 moths to 4 years

 

Apprenticeship Training is linked with Craftsmen Training conducted in I.T.Is. Rebate in period of Apprenticeship Training is allowed to passed out from I.T.Is in relevant trades. Training comprises, Basic Training, Practical Training and related Instruction as per prescribed syllabus for each trade.

 

Seats for trade apprentices have to enter into a contract of apprenticeship training which is registered by the Apprenticeship Adviser.

 

Testing and Certification of Trade Apprentices:

All India Trade Test for trade apprentices are conducted twice a year and National Apprenticeship Certification are awarded to those who pass.

  CRAFTSMEN TRAINING SCHEME

Keeping in view the above objectives, Craftsmen Training Scheme was introduced by the Government of India in 1950. The development of training schemes at National level, evolution of policy, laying of training standard, procedures, conducting of trade tests, certification, etc., is the responsibility of the Central Government, whereas the implementation of the training schemes largely rests with the State/Union Territory Governments. The Central Government is advised by the National Council for Vocational Training (NCVT), a tripartite body having representatives from employers, workers and Central/State Governments. Similarly, the State Government is advised by State Council for Vocational Training (SCVT) consists of representatives from employers, workers and Government.

 

Craftsmen Training Scheme was introduced in this Union Territory in the year 1968 with the establishments of the Government Industrial Training Institute at T.R. Pattinam, Karaikal. But now 6 more Government I.T.Is are functioning in this Union Territory, shaping craftsmen to meet the existing as well future manpower need. Various trades in which training is imparted in the above said Government I.T.Is.

  ABOUT THE INSTITUTE

 

This Institute was started in an area of 56500 Sq.Mt. (Nearly 14 acres). This Institute building consists 19 rooms accommodating the Principal, Group Instructors, Office Staff, Store, Practical Halls, Class rooms etc., in a building area of 3600 sq. mt. in two floors including the ground floor. The Institute with a capacity of 64 trainees in 4 trades commenced its functioning from August, 1978.

Out of 14 trades for which training facilities are available in this Institute, 11 trades are identified as designated trades under the Apprenticeship Act, 1961. As such successful trainees in these trades are provided opportunities in private industries as well as in Government Departments for one year Apprenticeship Training with stipend as per the DGE&T norms.

 

Candidates trained in other trades avail their facilities provided by the Nationalized Banks, District Industries Center, etc ., for self  employment.

This Institute has, Principal, Group Instructor, Office Staff, Store, Practical halls, class rooms, etc., in a built in area of 1132 square meters in three floors including the ground floor. The Institute with a capacity of 80 trainees in five trades commenced its functioning from August, 1985.
