ACHIEVEMENTS DURING THE 2002-03

  1. In order to ensure harmonious relationship between the Labourers and managements a " Good Industrial Award has been instituted.

  2. Under the Scheme " Strengthening of Conciliation Machinery " 283 conciliation cases were disposed off during the financial year 2002-03.

  3. Three one day training programme on Industrial Harmony were conducted in which 136 people got benefited.

  4. Under the scheme " Strengthening of Enforcement Machinery for implementation of various Labour laws and Setting up of Agricultural Labour Cell" 83 villages and 12,575 Shops & Establishments were inspected.

  5. Minimum wages have been fixed in respect of employees engaged in Shops and Establishments and the Minimum wages in respect of the Agricultural labourers, were revised.

  6. The state building and other construction Workers Advisory Committee was constituted. " The Pondicherry Building and Other Construction Workers' Welfare Board" was also constituted. The following 37 categories of Construction and Other Building Workers Welfare Board have been enlisted for enrolment of Constructions Workers Welfare Board

  1. The following 10 categories of workers were included in the list of beneficiaries in addition to the existing 15 categories under the Pondicherry Unorganised Labourers Welfare Society.

    3. Toddy Neera Tappers

    4. Bullock Cart Drivers

    5. Thatchers

    6. Cooks

    7. Hawkers

    8. New paper Vendors

    9. Workers engaged in bricks and tile manufacturing

    10. Workers engaged in distribution of liquid petroleum gas cylinders.

       

      Already existing 15 categories:

      1. Hair dressers.

      2. Nathaswara Vidwans.

      3. Tailors.

      4. Tree Climbing workers (Coconut and Palmyra trees).

      5. Carpenters.

      6. Goldsmith.

      7. Blacksmith.

      8. Brass Vessel makers.

      9. Sculptors.

      10. Washerman.

      11. Taxi & Auto drivers.

      12. Cycle Rickshaw drivers.

      13. Workers employed in Shops & Establishment and Catering Establishment.

      14. Cobblers.

      15. Loading and Unloading workers.

  2. The Funeral grant provided under this scheme was enhanced from Rs. 1000 to Rs. 1500.

  3. Educational incentives from 2002-03 to the wards of registered beneficiaries of the Pondicherry Unorganised Labourers Welfare Society are as follows:

    1. Rs.1000 will be given to those who have secured 75% or more marks in the SSLC Matriculation Examination.

    2. Student who have secured first and second rank in the SSLC / Matriculation Examination in the U.T of Pondicherry will be given a cash prize of Rs.3000 and Rs.2000 respectively. Separate cash prizes will be given to SSLC and Matric students.

    3. Rs.1500 will be given to those students who have secured 75% or more marks in the HSC examination.

    4. Students who have secured first and second ranks in the HSc examination in the UT of Pondicherry will be given a cash prize of Rs.3500 and Rs.2500 respectively.

  4. During the year 2002-03, under the "Jana Shree Bhima Yojana" insurance scheme 1472 workers were enrolled.

    1. Under Maternity Benefits Rs. 19,500 was given to 39 workers

    2. Rs.1 4,500 was given under Educational Incentives to the wards of the beneficiaries.

    3. Educational Scholarship for Rs. 18,600/- was distributed to the wards of the enrolled workers, under the "Janashree Bima Yojana " of Life Insurance Corporation of India.

    4. Funeral Assistance of Rs.5,0001/- has been given to the families of the 4 members.

    5. Under the Group Insurance scheme of "Janashree Bima Yojana" of Life Insurance Corporation of India, Death benefits to the tune of Rs.60,000/- has been given to the nominees of the 3 members, @ Rs.20,000/- each.

  5. To create awareness among the Labourers on Safety measures 3 Safety Day/week, one at Pondicherry, Karaikal, Yanam were held and also one safety seminar was held in Pondicherry. In all programme totally 400 numbers of management people / workers benefited.

  6. The Managements are encouraged by giving "Industrial Safety Award " in the Independence Day function, to provide safe environment to the Labourers in the Industrial units.

  7. Under the Scheme " Development of Inspectorate of Factories and Strengthening of Industrial Hygiene and Occupational Health Unit" 1704 Factories were inspected during the year 2002-03 and 149 boilers were tested. Further, 2909 workers were medically examined and 3,800 workers were given safety Training.

  8. Under the scheme " Expansion of Rural Labour Welfare Centres, during the year, 329 women folk were trained in handicrafts and 431 children in the age group of 3-5 were provided nutritious noon-meals and pre-school education.

  9. 10 Children were identified being engaged in Hazardous Occupation and cases were filed against the employers.

  10. The Employment Exchanges in the UT of Pondicherry have been fully computerized.

  11. During the year, 13,253 candidates were newly registered and 21,416 candidates were sponsored for various vacant post in Public and Private sectors, out which 2,386 were SC candidates.

  12. During the year 5 One day seminar on Vocational & Career guidance to the +2 students were held in which 2,433 students got benefited.

  13. Further, 10 camps were held in rural areas schools in which 1,877 rural students got benefited.

  14. To ensure a steady flow of skilled workers to the Indian Industries, seven Government Industrial Training Institutes are imparting training in different trades, in the UT of Pondicherry. Among them two I.T.I.s are functioning exclusively for Women.

  15. Further, Six private Industrial Training Centres have been given permission to impart training in various trades.

  16. During the year, 1326 trainees were given training, out which during July, 2002, 759 trainees appeared for All India Trade Test, in 20 trades.

  17. For the benefit of Industrial workers evening classes were commenced from December 2002 at the Govt. I.T.I., Mettupalayam, Pondicherry. At present 135 industrial workers are undergoing training in Electrician and Fitter trades.

  18. Under the Apprenticeship Training scheme 1301 training places were located in 280 establishment in which 578 trainees were engaged.

ACHIEVEMENTS OF THE LABOUR DEPARTMENT

  •       The official website of the Labour Department www.puducherrylabour.org was inaugurated by the Hon'ble Chief Minister on 01st July 2004.

  •       The Puducherry Unorganised Labourers Welfare Society has so far enrolled 2568 unorganised labourers and distributed an amount of Rs.7,66,550/- as welfare benefits.

  •       The Puducherry Building and Other Construction Workers Welfare Board started functioning from April 2003 onwards and so far 2045 workers were enrolled as beneficiaries and an amount of Rs.96,000/- has been distributed to 6 workers.

  •       To ensure Safety and Health of the workers a Mobile Medical Van has been provided to the Industrial Hygiene and Occupational Health Unit of the Factory Inspectorate.

  •       To maintain Industrial Harmony between employers and employees "Good Industrial Relation Awards" were given.

  •       Advisory board under the Contract Labour (R & A) Act was reconstituted.

  •       To maintain Industrial safety "Industrial Safety Awards" are being given to accident free industries.

  •       An Industrial Training Park at Government Industrial Training Institutes (Men) Campus will be started shortly.

  •       Vocational and Career Guidance Seminar for 11th and 12th Students was conducted.

  •       A Vocational and Career Guidance Exhibition was conducted.

  •       Selection of Apprentices was done under the Apprentice Training Scheme.

  •       Multi-skill trade training under Craftsman Training Scheme was given.

  •       Evening classes were introduced in Industrial Workers in Electrician and fitter trades.

  •       Placement of ITI Trainees in M/s. Honda Motor Cycle and Scooter India Pvt. Limited, Haryana and other Private Companies.

  •       Training on Industrial Safety is being given to the workers, Medical Examination for Industrial Workers was done.

  •       A Task force committee on Labour Reforms was constituted.

  •       The Building for sub-office of Labour Department at the Labour Department Complex is being constructed at the Cost of Rs.77.39 lakhs.

* To provide social security to the unorganized labourers in the Union Territory, a Society viz., Puducherry Unorganized Labourers’ Welfare society was formed. Till date 4775 unorganized labourers have been enrolled as beneficiaries in the society and welfare benefits to the tune of Rs.40,55,539/- have been extended.

 

* For the welfare of the Building and Other Construction Workers, a board viz., “Puducherry Building and Other Construction Workers Welfare Board” have been established.  So far 6000 workers were enrolled as beneficiaries and welfare benefits to the tune of Rs.60,05,220/- have been extended.

 

* Minimum Wages for workers of Agriculture, Public Motor Transport, Building Operations, Shops and Establishments and Rice Mill, Flour Mill and Dhall Mills were revised/fixed.  Further preliminary notification fixing/revising minimum wages in the field of Employment in Oil Mills; Handloom Weaving; Electronics Industry; Plastic Industry; Chemical Industry; Detergent Industry; Paper and paper products Manufacturing Industry have been issued.

 

*  New ESI Dispensaries were opened at Thirubuvanai and Sedarapet  

* To maintain industrial harmony between employers and employees “Good Industrial Relation Awards” have been instituted and Awards are given every year. 

 

* New Rural Labour Welfare Centers were opened at Palloor, Mahe and Sedarapet, Puducherry.

 

 * The Employment Exchange, Puducherry has been accorded first place in the country along with Gujarat and Chandigarh in rendering good public service during the year 2004 –05.

 

* Under Apprenticeship Training Scheme Engineering Graduates and Diploma holders were selected and placed in the Government Departments and Private sector Industries for apprenticeship training.  Training was given to 348 Engineering Graduates and    3280 ITI trained persons during the past 4 years.     

  

* Under Craftsman Training Scheme, 3261 trainees had undergone training in 20 different multi-skill trades in Govt. I.T.I.  Evening classes for Industrial Workers in the trades of Electrician, Fitter and Wireman have been introduced in G.I.T.I.(Men), Puducherry and 307 candidates were benefited under this scheme.

 

* A new trade of “Electronics Mechanic” has been introduced in Netaji Subash Chandra Bose Govt. ITI, Yanam.

 

* The Government ITI (Men), Mettupalayam, Puducherry has been selected as one of the Centre of Excellence by the Ministry of Labour, Government of India, New Delhi to train candidates in Plastic processing sectors and courses will be commenced during August, 05  

  

* Employment Oriented Vocational Training Centre for Physically Challenged Persons at Government ITI for Women, Netaji Subash Chandrabose Salai, Puducherry was started on 10.11.2004.

 

* The Labour Department has taken all endeavors in employment generation by placing I.T.I Trainees in various companies located not only in the Union Territory ofPuduch but also in other parts of the country. As a result of the efforts taken, 265 I.T.I trained people got placement.

* The Official web site of the Labour Department was launched on 1.6.2004 for transparent administration and the web site was rehosted from the National Informatics Centre, New Delhi with the URL http://labour.pondicherry.gov.in

  • Medical Examination for 1,375 Industrial Workers was done during the year 2001-02, 3,071 workers were examined during the year 2002-03, 64 workers were examined during the year 2003-04 and 1,825 workers in 67 factories were examined during the year 2004-05

 * Advisory Board under the Contract Labour (R&A) Act 1970 was reconstituted on 3.9.2002.           

 

 * 29 Vocational and Career Guidance Seminar for 11th and 12th students was conducted and 17,441 students from 149 schools were counseled and given career guidance. A Vocational and Career Guidance Exhibition was conducted during the year 2001-02, 2002-03, 2003-04 and 2004-05 for the benefit of out-going students of 10th std & 12th std.  Wherein various educational institutions from Tamilnadu and Puducherry participated and 390 students got admission through thisexhibition. 

* Land has been acquired by the Revenue Department for the construction of a building for Netaji Subash Chandra Bose Govt. I.T.I. at Yanam and Govt. I.T.I. , Nettapakkam.

 

*  Distributed cash award of Rs.10,000 each to four I.T.I. trainees of G.I.T.I.(Men), Puducherry and G.I.T.I.(Men), Karaikal, who stood first in the State level Skill Competition at Union Territory Level.  President cash award of Rs.10,000/- was awarded to a trainee of G.I.T.I.(Men), Karaikal who stood first in the All India Level Skill competition.

* The Puducherry Factories Rules were amended for the strict enforcement of the actories Act, 1948.

 

*  Industrial Safety Awards are given every year to the Industries (functioning for more than one lakh man hour) where no fatal accidents occurred and no conviction has been made for any breach of safety provisions.

 

 * In order to ensure safety and health of the workers the Industrial Hygiene and Occupational Health Unit of the Factory Inspectorate has been provided with a Mobile Medical Van. The van is equipped with all the required infrastructure facilities for the purpose of conducting various tests and medical examination in various factories.

 

* A separate Industrial Monitoring “Safety Cell” to conduct periodical and regular inspections of all chemical and Hazardous Industries in the Union Territory of Puducherry so as to ensure the safety and Health of the workers was set up w.e.f. 30.09.2004.

 

*  Training on industrial safety is being given to the workers.  During the period 2001-05, 11 industrial safety seminars were conducted and safety films were screened in 301 industries benefiting 5,779 workers.

 

* The building for sub-offices of Labour Department at the Labour Department Complex is being constructed at a cost of Rs.77.39 lakhs.
